[세계핫이슈] 북한은 지금 기근을 두려워한다!

4월 9일 오늘자 BBC 뉴스에 올라온 기사네요. 

 

 

 

North Korean leader Kim Jong-un has urged citizens to prepare for hard times ahead, following warnings from human rights groups that the country faces dire food shortages and economic instability.

 

Speaking at a party conference, Mr Kim appeared to compare the situation to a deadly famine in the 1990s.

North Korea has shut its borders due to the coronavirus pandemic.

Trade with China, its economic lifeline, has come to a standstill.

This is on top of existing international economicsanctions over Pyongyang's nuclear programme.

 

심각한 식량 부족과 경제적 불안정으로 현재 북한은 엄청난 어려움을 겪고 있나봅니다. 

1990년대에 북한이 겪었던 엄청난 기근때와 비교하며 김정은이 세포비서대회에서 앞으로있을 어려움에 대비해 준비할 것을 강조했답니다. 

 

코로나 세계적인 유행병으로 인해 모든 국경의 문을 닫은 북한으로서는 평양 핵실험으로 인한 국제사회의 경제 제재에 더해 경제 생명줄이었던 중국과의 무역이 사실상 멈춰있는 것이 큰 악재로 작용하고 있나보네요.

 

 

 

What did Kim say?

In a rare admission of looming hardship, the authoritarian leader of the single-party state on Thursday called on officials to "wage another, more difficult 'Arduous March' in order to relieve our people of the difficulty, even a little".

The Arduous March is a term used by North Korea officials to refer to the country's struggle during a devastating famine in the 1990s, when the fall of the Soviet Union left North Korea without crucial aid. Around three million people are estimated to have died during that period.

 

곧 닥칠 고난에 대해 굉장히 드문 인정을 한 김정은은 어려움에 처한 사람들의 고통을 조금이라도 덜어주기위한 목적으로 조금은 더 단호하게 허리띠를 졸라매자고 강조한 것 같습니다. 

1990년대 북한 고위직들에 의해 사용된 용어인 '고난의 행군'은 1990년대 있었던 극심한 기근동안에 나라가 겪은 어려움을 빗댄 말입니다. 특히나 그때는 소비에트연방의 몰락으로 북한을 원조 하나없이 내버려두게 된 때였죠. 대략 3백만명의 사람들이 당시에 사망한 것으로 추정되고 있다죠.

"It is not unusual for Kim Jong-un to talk about difficulties and hardship but this time the language is quite stark and that's different," Colin Zwirko, North Korea analyst at NK News, told the BBC.

"Last October for instance, he gave a speech where he said that he himself failed to bring about enough changes. But mentioning explicitly that he's decided to carry out a new Arduous March is not something he has said before." Earlier this week, Mr Kim had warned the country faced the "worst-ever situation" and "unprecedentedly numerous challenges".

 

NK 뉴스의 북한 분석자인 Colin Zwirko는 김정은이 이렇게 당면한 어려움과 고난에 대해 얘기하는 것이 굉장히 드문 일은 아니지만 이번에 그가 사용한 표현들이 상당히 극명하고 뭔가 달랐다고 BBC에 말합니다.

예를 들어 지난 10월에 김정은은 그가 충분한 변화를 가져오는데 실패했다고 얘기를 하긴했지만 이런 새로운 고난의 행군을 수행해가자는 뜻을 분명하게 밝힌 것은 이전의 김정은이 얘기했던 바와는 전혀 차원이 다르다 라고 덧붙였네요.

이번주 초에 김정은은 나라가 최악의 상황과 선례없는 수많은 당면과제들에 직면했다고 밝혔었죠. 

 

 

 

How bad is the situation?

There have been warnings for months that the people of North Korea are struggling.

Reports of hardship appear to be coming especially from towns near the Chinese border, where smuggling would have been a huge earner for many.

The price of corn, the staple dietfor most of rural North Korea, has reportedly fluctuated enormously and at times a kilogram of corn has cost more than a month's wages.

 

그럼 도대체 얼마나 상황이 안좋은걸까?

사실 북한 주민들이 생활전반적으로 어려움을 겪고있다는 얘기는 수개월째 있어왔습니다.

이런 어려움에 대한 보도는 중국과의 국경과 가까운 마을 주변에서 흘러들려왔는데, 이 곳은 밀수가 주민 많은 수의 주된 소득원인 곳입니다.

소문에 의하면 시골 북한 주민들 대부분의 주식인 옥수수의 가격은 엄청난 변동을 거듭해왔고 요즘은 1킬로의 옥수수가 한달 임금보다 더 가격이 나간다고 하네요.

 

 

아직도 코로나의 끝이 보이지 않는 상황에서 북한은 앞으로 더욱더 상황이 어려워질 것 같네요. 얼마전에 북한은 도쿄 올림픽으로의 불참도 선언했었죠. 

 

 

또한 이런 와중에도 북한은 3월달에는 조바이든 대통령이 당선된 이후로의 첫 미사일을 발사하기도 했습니다. 

 

 

앞으로의 북한이 어떤 방향으로 나아갈지 계속해서 지켜봐야하겠지만 현재로선 코로나가 종식될 기미가 보이지 않는 가운데에 상당한 어려움이 계속해서 지속될 것 같다는 생각이 드네요.
